Required User Permissions:
'Admin' level permissions on the project's Admin tool.
The settings on this page can also be managed on the Configure Settings 
page in the Document Management tool. See Configure Settings: Document Management.
Navigate to the project's Admin tool.
Under 'Tool Configuration', click Document Management.
